Observations:
- Blisters in liner
- Heavy rust in tank coming through pin holes in liner
- Ladder is very rusty, unsafe to use
- The level of rust is indicative of the ladder losing most of its thickness
- Mud @ bottom
Recommended Tank Repairs:
- Replace Tank Liner
- Clean mud at bottom of tank, remove tank liner
- Apply new tank liner
- Cost ~ $ 22K
- Replace Tank Roof
- New corrosion-resistant roof
- recommend FRP (fiberglass) roof top
- Cost ~ $16K

Overall – Tank liner should be replaced
Electro-galvanic corrosion of the ladder is an indication of the degradation of the steel wall that is no longer fully protected due to the creation of pin holes from degradation of the liner.
Blisters are present and must be removed with new tank liner. Pin holes are not visible but the heavy presence of rust coupled with some blisters indicates liner penetration via pin holes in the liner.
